DOB violation filing coordination

DOB violations become part of the public building record the moment they are issued. Open violations can block new permit applications, appear in title searches, and delay sales or refinancing until addressed.

DOBGuard reviews the violation type, required correction path, and applicable filing steps — then coordinates the paperwork from submission through agency follow-up. Where a Certificate of Correction is required, we handle the documentation and filing coordination.

Technical correction work such as structural repairs, electrical, plumbing, or construction must be performed by your licensed contractor or professional. DOBGuard handles the filing and paperwork side.

ECB/OATH summons and hearing support

ECB summonses carry financial penalties and are adjudicated through OATH (Office of Administrative Trials and Hearings). Missing a hearing date results in an automatic default penalty — often significantly higher than the original fine, and unpaid balances become property tax liens.

DOBGuard can review the summons details, track OATH deadlines, and coordinate filing responses and agency correspondence where applicable.

DOBGuard does not provide legal representation at OATH hearings. If you need hearing defense or legal advice, consult a licensed attorney.

HPD violation correction support

HPD violations are classified as Class A (non-hazardous), B (hazardous), or C (immediately hazardous), each with different correction deadlines and daily penalty exposure for non-compliance. Uncertified corrections remain as open violations in the building record even after the physical work is done.

DOBGuard can help building owners navigate the correction workflow and certification documentation, and handle HPD correspondence on your behalf.

Tenant/landlord legal disputes are outside DOBGuard’s scope.

FDNY and fire code violation coordination

FDNY fire-code violations and notices of violation can generate correction requirements and related ECB/OATH summonses. Understanding which notices require DOB involvement versus direct FDNY response is an important first step.

DOBGuard can review the notice, help identify the required response path, and coordinate the filing and correspondence steps on your behalf.

Fire-safety inspections, engineering certifications, and design work must be handled by the appropriate licensed professional.

Stop Work Order resolution coordination

A Stop Work Order halts all construction activity at a site until DOB allows work to resume. Getting an SWO lifted requires correcting the underlying violation and going through DOB’s rescission process, which involves inspections, fees, and often associated permit filings.

DOBGuard can coordinate the filing and paperwork steps on the compliance side — from the initial violation response through rescission paperwork and DOB correspondence.

Whether DOB lifts a Stop Work Order depends on their inspection, the corrections made, and agency decisions. DOBGuard coordinates filings, not outcomes.

About DOBGuard’s Filing Representative status

NYC DOB issues Filing Representative (Class 1) authorization to entities that meet agency requirements to submit applications, pull permits, and correspond with DOB on behalf of property owners or contractors. DOBGuard is a registered NYC DOB Filing Representative.

This means DOBGuard can handle the submission side of the filing process for eligible cases. It does not mean DOBGuard provides engineering, architectural, or legal services. When a professional-of-record PE, RA, or QEWI signature is required for technical certification, that must come from your licensed professional — DOBGuard coordinates the submission workflow around them.

DOBGuard is not a licensed PE, RA, QEWI, attorney, engineering firm, or architectural firm.

Important Requirement

DOB NOW Owner Authorization Process

NYC requires property owners to digitally attest and authorize filings before we can submit them on your behalf.

Why this is required

For any Certificate of Correction or permit filing submitted through the DOB NOW: Safety or Build portals, the Department of Buildings mandates that the property owner directly logs in to digitally sign the submission.

This acts as a digital signature, proving to the city that you have authorized DOBGuard (or your contractor) to submit the documentation to clear your violation.

How it works

  • 1

    We prepare the filing

Our team handles the bureaucracy, filling out the required forms and uploading your proof of correction.

  • 2

    You log into DOB NOW

We will send you a direct link. If you don't have an eFiling account, we will provide instructions on how to quickly create one.

  • 3

    You click "Attest"

Review the digital form and click the button to authorize us. Once done, we finalize the submission with the city.

QService questions

Frequently asked questions

  • FAQ Can DOBGuard remove a DOB violation?

DOBGuard coordinates the filing response and correction workflow where applicable. Whether DOB resolves or dismisses a violation depends on the corrections made and agency review. No outcome is guaranteed.

  • FAQ How much does DOB violation removal cost?

Pricing is quoted per request after review — there is no fixed menu price. Submit the form, we review your situation, and send a fixed quote where applicable. No payment is required until a quote is accepted.

  • FAQ How long does it take to clear a DOB violation?

Timelines vary by violation type and required correction. Simple filing cases may resolve in weeks. More complex conditions involving construction or permits may take longer. DOBGuard provides a realistic timeline estimate as part of the review.

  • FAQ Can you help with ECB/OATH summonses?

Yes. DOBGuard can help review the summons details, track OATH deadlines, and coordinate filing responses and agency correspondence where applicable. DOBGuard does not provide legal representation at OATH hearings. If you need hearing defense or legal advice, consult a licensed attorney.

  • FAQ Can you help with HPD violations?

Yes, on a case-by-case basis. DOBGuard can assist building owners with the correction workflow, Certificate of Correction documentation, and HPD correspondence. Tenant/landlord legal disputes are outside our scope.

  • FAQ Can you help with FDNY and fire code violations?

Yes, filing coordination and correspondence support are available on a case-by-case basis. Technical fire-safety inspections, engineering certifications, and design work must be handled by the appropriate licensed professional.

  • FAQ Can you help lift a Stop Work Order?

DOBGuard can coordinate the filing and paperwork steps tied to the underlying violation and the rescission process. Whether DOB lifts a Stop Work Order depends on their inspection and the corrections made. DOBGuard coordinates filings, not outcomes.

  • FAQ What is a Filing Representative 1?

A Filing Representative (Class 1) is an NYC DOB authorization allowing someone to submit applications, pull permits, and correspond with DOB on behalf of owners or contractors. DOBGuard is a registered Filing Representative. This is not the same as being a licensed architect, engineer, or attorney.

  • FAQ Do I need an architect or engineer?

Some filings require a licensed PE (Professional Engineer) or RA (Registered Architect) as the professional-of-record for technical certification. DOBGuard will identify this as part of the review. You provide the licensed professional; DOBGuard coordinates the filing workflow.

  • FAQ Do I need a lawyer for an OATH hearing?

Legal representation is not required to appear at OATH, but it may be beneficial if you are contesting a summons or defending against a significant fine. DOBGuard does not provide legal representation at OATH hearings.

  • FAQ Can I submit a request without creating an account?

Yes. The review request form requires no account, no subscription, and no payment. Fill in your details and we will respond within one business day.

  • FAQ What documents should I send?

After submitting the form, reply to the confirmation email with copies of any violation notices, ECB summonses, Stop Work Order documents, prior DOB correspondence, photos, job numbers, permit numbers, or any other relevant reference information.

  • FAQ Do you guarantee violation removal?

No. DOBGuard coordinates filings and compliance workflow. We do not guarantee that DOB, OATH, or HPD will dismiss or remove any violation. Outcomes depend on corrections made, agency decisions, and case-specific factors. Every review includes an honest assessment before any quote.

  • FAQ What happens after I submit the form?

DOBGuard reviews the submission and any available public records on the property and violation, then responds within one business day with next steps or a fixed quote where applicable. No payment is required until a quote is accepted.

  • FAQ Do you work across all NYC boroughs?

Yes — Manhattan, Brooklyn, Queens, the Bronx, and Staten Island. DOBGuard files with NYC DOB, which covers all five boroughs.
