DOB violation filing coordination
DOB violations become part of the public building record the moment they are issued. Open violations can block new permit applications, appear in title searches, and delay sales or refinancing until addressed.
DOBGuard reviews the violation type, required correction path, and applicable filing steps — then coordinates the paperwork from submission through agency follow-up. Where a Certificate of Correction is required, we handle the documentation and filing coordination.
Technical correction work such as structural repairs, electrical, plumbing, or construction must be performed by your licensed contractor or professional. DOBGuard handles the filing and paperwork side.

ECB/OATH summons and hearing support
ECB summonses carry financial penalties and are adjudicated through OATH (Office of Administrative Trials and Hearings). Missing a hearing date results in an automatic default penalty — often significantly higher than the original fine, and unpaid balances become property tax liens.
DOBGuard can review the summons details, track OATH deadlines, and coordinate filing responses and Dismissal Requests where applicable.
DOBGuard does not provide legal representation at OATH hearings. If you need hearing defense or legal advice, consult a licensed attorney.

HPD violation correction support
HPD violations are classified as Class A (non-hazardous), B (hazardous), or C (immediately hazardous), each with different correction deadlines and daily penalty exposure for non-compliance. Uncertified corrections remain as open violations in the building record even after the physical work is done.
DOBGuard can help building owners navigate the correction workflow and certification documentation, and handle HPD correspondence on your behalf.
Tenant/landlord legal disputes are outside DOBGuard’s scope.

FDNY and fire code violation coordination
FDNY fire-code violations and notices of violation can generate correction requirements and related ECB/OATH summonses. Understanding which notices require DOB involvement versus direct FDNY response is an important first step.
DOBGuard can review the notice, help identify the required response path, and coordinate the filing and correspondence steps on your behalf.
Fire-safety inspections, engineering certifications, and design work must be handled by the appropriate licensed professional.

Stop Work Order resolution coordination
A Stop Work Order halts all construction activity at a site until DOB allows work to resume. Getting an SWO lifted requires correcting the underlying violation and going through DOB’s rescission process, which involves inspections, fees, and often associated permit filings.
DOBGuard can coordinate the filing and paperwork steps on the compliance side — from the initial violation response through rescission paperwork and DOB correspondence.
Whether DOB lifts a Stop Work Order depends on their inspection, the corrections made, and agency decisions. DOBGuard coordinates filings, not outcomes.

DOB NOW is NYC’s online filing platform for permit applications, job filings, amendments, and Dismissal Requests. Navigating DOB NOW — from initial application through permit issuance — involves multiple steps, each with specific documentation requirements.
DOBGuard helps property owners coordinate the paperwork to resolve Class A, B, and C violations.

About DOBGuard’s Filing Representative status
NYC DOB issues Filing Representative (Class 1) authorization to entities that meet agency requirements to submit applications, pull permits, and correspond with DOB on behalf of property owners or contractors. DOBGuard is a registered NYC DOB Filing Representative.
This means DOBGuard can handle the submission side of the filing process for eligible cases. It does not mean DOBGuard provides engineering, architectural, or legal services. When a professional-of-record PE, RA, or QEWI signature is required for technical certification, that must come from your licensed professional — DOBGuard coordinates the submission workflow around them.
DOBGuard is not a licensed PE, RA, QEWI, attorney, engineering firm, or architectural firm.
